However despite this I'd argue that Canada is still a leader when it comes to fighting climate change. Why? Because cities and provinces are stepping up to the plate while Harper is sitting by and doing nothing.
The United States is partially to blame. Canada's provinces and cities are seeing what is happening south of the border and copying what they are doing (and vice versa, the USA copying Canada).
Recycling programs, new technologies to cut back on greenhouse gases (and save money), more solar and wind power, more economical (and ecological) ways to build energy efficient buildings...
However while that shows that Canada is still innovative and showing green leadership, there still exists a problem... Canada's carbon footprint and CO2 levels is still going up because only the federal government has the ability to create hard caps.
So we as Canadians need to do more complaining. Email your MP, the Environment minister or the Prime Minister's office and DEMAND change. Otherwise Canada is eventually going to be left behind while other countries cash in on ecological (and profitable) green initiatives.
